Do we have a list/templates repo 

1. All kinds of IT projects?

2. Sample plan with timelines with WHO, WHAT, WHEN, WHERE, HOW, and WHEN details

As a project manager, I would want to have a baseline project plan on the basis of the short EPIC/initiative description, which auto-creates stories, tasks, and subtasks wth baseline story points

I'm not aware of any templates that already exist.  If you are not already familiar with Jira automation I would strongly suggest spending sometime getting to grips with automation as it will be required to build out your requirement

I have created a few "Master" projects that I use as the one to copy when we engage a new project. One is focused on software development, one is focused on post-live dependency and security maintenance, etc. 

This allows me to copy all of the settings from the Master project and automatically apply the workflow, issue, field, and other schemes that our organization uses for those types of projects. 

I also have Master Automations that I duplicate for specific projects to ensure that issues that recur weekly, monthly, per sprint, etc. are created.
