I have only done migrations from Jira Service desk server to Jira Service Management Cloud. Is it possible to do a cloud to cloud migration without migrating the users (as the users have already been setup on the new Jira instance)?

The simple answer is no.
I'm in the final stages of doing a migration where we are preserving data in the target instance and I can tell you there are no easy solutions in this case. If you are OK wiping all of the data on the new instance and essentially cloning your old instance (not sure why you'd want to do that except to change URLs) then it's easy. If you want to preserve data in the target instance you'll have to make some compromises and look for the documentation of "merging cloud sites" as opposed to "migrating". You may not be happy with what you find. I can answer related questions if you like.
