CMMI level 3 project creation in JIRA

Our company is planning to implement CMMI level 3 in a newer version of a mobile app. I am open to suggestions regarding how to create project

Create the project as normal, then configure it to meet your needs. I'm not sure we can tell you more than that. CMMI is a framework, not a fixed way to configure a system.
