You asked about migrating from Jira to Jira Align. Are you thinking your company will move data from Jira to Jira Align and then stop using Jira? That is not not the normal use case, and I don't know if Atlassian even supports that use case any longer.
Jira and Jira Align integrate and the two systems continue operating together in parallel, bidirectionally syncing every few minutes - typical configuration is Jira Align pulls from Jira every 7 minutes and pushes to Jira every 1.5 minutes.
Typically, team members (developers, QQA, BA, etc.) operate in Jira while Scrum Masters and Product Owners operate in both Jira and Jira Align.
Everyone hierarchically above the SM and PO (such as RTE/Program Manager, Product Manager, Executives) are in Jira Align only (or mostly). There is usually no reason for team members to be in Jira Align, as Jira provides them almost everything they need at the team level.
