On the Strategic Driver Allocation Report what determines what Portfolio Epics are listed?

Question

Underneath the 3 pie charts in the Strategic Driver report, there is a list of Portfolio Epics.  What controls how these epics are listed?   I have discovered that the PI filter has no bearing on this list, and state, status, or process step also seems to have no influence.  What now determines how epics are displayed?

We want to make use of this list, and several months ago it seems to to have been limited to epics in the selected PI- now i'm not sure what controls this?
