We need to use Solution layer for a portfolio only. How to enable it for that portfolio only and disable it for other portfolios?
Pls. suggest the correct configurations to be done under Administration>Settings>Platform>Solution.
For a Program which does not have Solution level, should have Epic as a parent work item not Capability.

There may be two parts to your question.
You can have the Solution level in your Team structure without requirement the Capability in your Work structure.
To create a Solution within a specific Portfolio:
Go to Administration
Go to Programs; Click "Add Program"
In the Program Detail Panel, select the Portfolio you want to add the Solution to.
In the Solution dropdown, pick Yes
That will create the Solution. Then when you add new Programs to that Portfolio, you can specify they belong to that Solution.
If you want to use Capabilities, you can turn that on for specific Portfolios. Then only those Portfolios will have that extra work layer. And, as you mention in your question, any Features in that Portfolio will have to have a Capability as a parent object, and that Capability will have an Epic as its parent.
To turn on Capabilities for a Portfolio
Go to Administration
Go to Platform
Pick "Portfolio Specific Configuration"
Pick the Portfolio you want to use Capabilities
In the "Enable Capabilities" dropdown, select Yes
