When you define the RACI for a Portfolio Epic workflow, the Responsibility Matrix (see pic) will be populated and for all roles and all workflow steps. A person is identified as being accountable (whether by name, team role, or team membership) is able to approve or reject the completion of an individual step.
The key is to open the Portfolio Epic and click on the Responsibility Matrix link.
This can be useful in highly regulated environments where only specific people can provide approval that a change will not impact regulatory compliance. If you don't need that level of granularity, a similar process control can be implemented by controlling which roles have access to the Time and Skills tab of the Epic.
