I'm associated with the Business Tools Support role in JA; this role has been granted the following permissions in the Administration area:
I need access to the 'Functional Areas' permission as well; where is that permission granted/administered and by whom?

It sounds like your company created a custom role, as Business Tools Support is not a default role.
If you need to turn on or modify the Functional Areas you need Super Admin Rights or at least the right to access Administration -> Setup -> Functional Areas to start.
Do you have those rights?
