Commit to a Dependency Error: Forbidden resource can't be accessed
We have a Program Agile Team with a dependency on different Program Agile Team.
Scenario:
Requesting Team A created the dependency and is part of Program X, dependency is needed by PI 23.1.4
Depends on Team B which is part of Program Z
Scrum Master of Team B would like to commit to the dependency and has entered the correct PI in the box "Committed By" box
Selects Save; Error: Forbidden resource can't be accessed
Troubleshooting Steps:
1. Verified Jira Align User Permissions:
- User Role: "Program Lead"; the Program Lead role has permission to manage dependencies
- Verified user role is Program Lead
2. Verified Team Membership:
- Confirmed user is member of Team B with the role Scrum Master
- Confirmed user is member of Program Z
3. Verified Platform Settings (Platform > Team > Manage Dependencies)

4. Checked Jira Cloud Permissions:
- Confirmed user is member of Team B project with Administrator permissions
- Confirmed Align Integration user is member of Team B
