We currently have hundreds of users in Jira. We would like to check out the portfolio feature. However, not all users need this portfolio option. Can we add the access to it for only a few users and decrease our costs?

Welcome to the community. Atlassian's business model relies on marketplace apps having the same number of users as the core platform. While there may only be a few users using Portfolio (including viewing), it will need to be licensed for your full user base.
If you're trialling it, you should be able to do a 30 day trial to start with, and extend it if need be. Once you do license, it will be for all users.

Welcome to the community.
If I might ask, how many users do you have in total and how many users do you want to have visibility into the data above the team level? I ask because you posted your question in the Jira Align area and Jira Align might a better fit, unless you only have a few users.
If your total development organization (plus all business/product/other people who need visibility) is above 500 people, you will definitely want to look at Jira Align. If that number is above 125 and growing, then you it might benefit you to look at Jira Align.
Jira Align is slightly different that what @JimmyVanAU mentioned above, because it is a separate product and not a plug-in/add-in to Jira. With Jira Align you pay for the number of active Jira Align users you need and receive access for 4 integrated users (those not using it, but whose data is synced) for every active license.
