issue in re-indexing gitlab repository in fisheye

When trying to Index or re-index the Gitlab repository connected to fish-eye, we get the following error:
License limit reached, indexing stopped
There are only 2 native repositories on the instance.
We have followed the suggestion on page and tried to remove the commiter's history from gitlab repo. But we are still facing the same issue.
In JIRA story page, number of commits is still pointing to old data, even after modifying the historical commits to single user.
