How do I grant review creation permission in crucible to other users?

I just enabled crucible and would like to grant a user permission to create a review. As admin, I can create review. When this user tries, we get the error message:

This doesn't look like a permission issue. It would be better to raise an Atlassian support request since you are on OnDemand.
