Importing issues from an excel/csv file into a next-gen project

Is there a way to bulk upload issues from an excel/csv file into a next-gen JIRA project?

Does Next-Gen project support import feature?

Yes it supports CSV import. However , make a note that due to this bug : https://jira.atlassian.com/browse/JRACLOUD-70949 you will not be able to map any custom fields.
