This is happening on Data Center serve. I have a scrum board and a date was added because team thought it was a non-working day. Turns out it is a working day.
I have correct permissions for project and board to manage configuration.
I have clicked on the x next to the date and it is not being removed.
I do have an active sprint, but I have adjusted dates before and it was not an issue.

@Carla Ann Rowland I`ve got the same problem, cannot remove wrongly set non-working day by clicking on "x" as described in the manual. Did you get any solution from the Atlassian Team? It looks like a bug.
