Step 1.1.2 groups names are incorrect:

For me it should be: jira-administrators and jira-software-users only.

It's correct for connecting to older versions of JIRA, I'm sure it will catch up when the last version of JIRA 6.4 goes out of support (spring 2017) and only 7 onwards is supported.
