I dont want to commit to 1yr licenses which are almost due - if we plan to move to cloud. I would like to confirm that if we do purchase 1yr licenses now and in 6months we move to cloud - that we dont lose on the purchase.

Atlassian Server and Cloud products are distinctly separate products. This means when you purchase a perpetual license for a server product, it's not possible to turn that license in later for different Atlassian product. So, once you purchase a server license, you own that product forever with a perpetual use license.
What we would recommend in your case is to not renew the software maintenance on the server product since you plan to move to the cloud. The server product will continue run as it does today, so you won't see any difference without software maintenance. Then, when ready to move to cloud, you'll want to start an Atlassian Cloud trial and use the migration instructions within the Atlassian Documentation to move the content from your server instance(s) to cloud.
