Crowd - Unlock or Active the users after 15 mins automatically

Three unsuccessful login attempt for a user lock the account. 

Requirement

Automatically the account become active for a user afer 15 mins.

Question

Can you please advise is there any propery available in Crowd or any Rest API exposed by crowd to perform this task or any other alternative solution?

I checked and did not see this currently being available as a feature.  In light of that I created CWD-4973.
