what is the difference between blog post and question (when should i use each)?

So, there is the questions feature. And there is also a blog.  When would you use each? I am afraid that giving both of the options, can be confusing for the end user. What is your experience, do you use both f the options?

Also, is there an option to restrict a specific topic in questions, so that only users with permissions could have access to it?

So blog is generally used for news and announcemnts for your team. A blog organises the content in your space sidebar by date.

Questions are organised by topic (or space). Questions are used for when you want to get something answered by your team or company. Questions, unlike blogs, can be upvoted, can be accepted, can have multiple answers. 

Finally, it not possible to restrict questions to topics, but rather to do this you can ask a question in a Space (And then restrict the space). if a question is asked in a space, it inherits the space permissions.
