is it possible to sync two instances of Confluence, where one site is on the internet, and the other is on an air-gapped network?

Sync confluence instances is not a builtin feature (there is an open request for that https://jira.atlassian.com/browse/CONFSERVER-40456). BTW, sync using your own approach or third part app is possible if the two different instances are able to interact. If one instance is not visible by the other, you can't.
