I created a smart link to a DropBox folder, but when I enter the link I see a blank page.
How is this supposed to work?

Some links that should don't work as smartlinks. But the good news is in time they are fixed, meaning Atlassian is actively improving smartlinks.
https://www.imdb.com/ previous did not work. Now it does.
One of the features of our app Space Content Manager is a link manager to bulk convert smartlinks so we have learned (the hard way) some of the quirks.

I do see Dropbox in the Non-Atlassian products list on that page, but below that table is this section:
Authentication for Smart Links
You must be logged in to non-Atlassian products that require authentication before you can display the Smart Link in your page. You’ll only need to do this once, and that product’s links will work across all of Atlassian Cloud.
For links to non-Atlassian product that requires access to view, readers need to be logged in for Smart Links to display in the correct view.
