"Log in as another user" cannot "switch back"

According to the documentation here: https://support.atlassian.com/user-management/docs/log-in-as-another-user/

When I sign in as another user, I should have some banner that tells me I'm signed in as the user and have the option to switch back. I do not have that.  How can I sign out as the user? When I click "Sign Out" it asks me to sign out of my account.

So after fully logging out and then logging back in, I was no longer logged in as the user but then I did have the "switch back" option, which is kind of funny...
