my issue is similar to this one:

the User is in some unknown organization's confluence set to deactivated and we can't add them to ours. we don't know the name of the previous Org nor have any list of contacts.
the email they are using is a company email. how can I get them activated on my org or have them removed from the former org without my being able to contact the unknown former org admins?
I’ve come across similar situations before, and the short answer is you will need to raise a support request with Atlassian to get them to clear out that organization and free up the address.
