I am wondering whether there is a way to keep data in Europe for complicance reasons while using on-Enterprise cloud options.

There is no guarantee from Atlassian where your Confluence content resides. However Atlassian also makes it clear that user account data is processed and stored in the US. So the personal data belonging to an account is processed and transferred to the US in any case.

Depending on the location of signup the instance will be provisioned to the closest Datacenter. So if you signed up the instance in Europe most likely it should be in Germany or Ireland Datacenter. Atlassian won't basically shift your data to a different datacenter unless a request is initiated by a site-admin or technical contact. However it would optimise the data based on where the most usage comes from.
