In de server version you needed to manually log in to the admin session. In the cloud you just get it when you log in via sso. Is there a way we can adjust it that you can log in but need to do an extra manual action to get the admin rights?

To my knowledge there is none. When you login, the SSO kicks in and authenticates the user.
You could check https://jira.atlassian.com to see if such a feature already exists and if not, raise a feature request for it.
