There are similar Add-ons for Atlassian Cloud though. You might be interested in the HTML Macro for Confluence Cloud.

No, because you could render pages or spaces unusable with them.  Atlassian, sensibly, don't want to support anything that could do that sort of damage, so they have put them on the "restricted functions" list (see https://confluence.atlassian.com/confcloud/restricted-functions-in-confluence-cloud-734070955.html )
