how to use page breaks?

I want to display table of content section in single page and rest details about the documents started with second page.

If you are talking about within Confluence, page breaks don't have any real meaning within HTML. You can mimic what you want by having your table of contents (ToC) on the parent pages, with the rest of the pages as children to the ToC page.
