That's once an hour (3,600 seconds). You can change it in the directory settings.

Every synchronisation requires some resources to run, and obviously, the bigger the synchonisation set, the longer it is going to take.
This is generally not a problem for Confluence. The only time I've seen a synchronisation cause performance issues for other users is when it was full of errors.
