Hi,
We have been changing the language in the general setting to German according to Choosing a Default Language | Confluence Data Center and Server 7.11 | Atlassian Documentation but it would not affect confluence.
How do we do that?

You do what the documentation says.
My guess is that you, in your account, have chosen a language in your profile, so you're not seeing the default when you log in because you've overridden it. Try visiting the site again without logging in, and then as a user who has not chosen a language.
Thanks for the quick answer. Yes my profile was set to English. After changing that, the administration interface changed to German, but not my wiki / spaces.
My indexing language is still English, but that should not matter.

Yes of course. But the menues should change.
And now after a couple of minutes they have changed.
