can't add new custom emoji

I was trying to add a new emoji, but when I choose a file, it just keeps loading, and it doesn't proceed

I just tried to add my own custom emoji (5KB PNG) and have the same experience, which I did not have when I tried to do this a year ago. I used to be able to upload custom emojis with no problem.

I don't know if this means that a new bug has been introduced. I have added the Atlassian Support tag to this post. I'm not sure if this is how to attract the attention of the support folks or if you should simply contact https://support.atlassian.com/ to report a defect.

Please confirm whether the following limits are exceeded

• Image file types must be a JPG, PNG, or GIF
• can't be larger than 1MB
