i want to create jira substasks in confluence

Welcome to our Community.

There's no subtasks concept in confluence. But I think you can create action items or tasks in confluences.

If you want to track their progress, I suggest you create task/subtasks in Jira. The benefit is that you can directly import them to confluences page.
