This question still is valid and is unanswered.
Confluence is great for documenting current state. True decision-making and tracking it's process is more natural in an issue tracker.
It would be fantastic when these two products could complement each other.
I too would like to know the answer to this question. The Marketplace page does not specify that it work only in the server version. I've spend 1/2 day trying to figure out why I could not get it to install in the cloud version. Pity. I was too hopeful that I could use this to solve the integration between the two products.
