The user in question is the newest member of our team, and has been viewing pages for about 2 months. They have the same access levels and permissions as other people on our team who do show up on the 'People' page. The only difference between their account and anyone else's, from what I can tell, is they haven't yet created or modified any pages in confluence. Does that have anything to do with getting the 'People' status?

Happy to help! On the page Missing People in Confluence People Directory, there are a few steps you can take to troubleshoot.
One workaround mentions to navigate to the user's profile in question, triggering the entry to be created in the People Directory. The page mentions the workaround is for Cloud, but you can try it with Server, too. Using the URL pattern as described on Your User Profile:
http://your.confluence.site/users/viewuserprofile.action?username=USERNAME
Could you give that a try, as well as the steps in the article, and let me know if you're able to see the user in the People Directory?

I rebuilt the search index, and that seems to have done the trick. Just viewing the user profile wasn't enough, as I tried that first.
