Why is it that notifications might not be displayed properly in the drop down menu?

I  can see that I have notifications, but when I click the drop down menu it shows be that it is loading yet never completely updates and shows me what my notifications are...

 

Seems to be consistent across both Chrome and Safari browsers. So it's either my computer or Confluence that have the problem...
