Why can public users add pages to my site?

Hi Guys, 

When I view my page from a public user I have the create page option, even though its not turned on in settings. Am I missing something?

Ensure that your Anonymous users setting is set to All - View only. Chances are that you also enabled Pages - Add.

Do you enabled guest access? By default, guests will have the following space permission settings.
