Why Link Preference options are not shown?

I inserted a link in the page. However, when I click on it in edit mode I don't see all the link preference options. Please see the screen shot below. 

I was expecting link preference as shown in the documentation as below. Are these preferences dependent on the nature of the URL?

I understand that the "smart link" is restricted to Atlassian products.

( I wanted to delete my question - but that is not possible,)
