Where is the table toolbar

I created a table, but no option to edit it!

For example, I added a picture in a cell: It was added to the middle of the cell, with no option to move it...

Before that, we had a toolbar dedicated (starting with the responsive/fixed option) but I cannot see it anymore.

Instead, there is an option in the bottom of "table options" with almost nothing in it...

Normally you wont see the table options while you edit a page,

You will see a expanded table options (starting with the responsive) once you click any cell of the table.

btw, pictures can not be move/(drag and drop) between cells., so remove the picture from the cell (press delete key) and add in another cell.
