I see the option to disable a user, however every time I hit the button, nothing happens and I can just keep on disabling the user in question.

are your user coming from the internal directory or from an external one (ActiveDirectory)?

after clicking on the Disable link you should land on another page that ask for confirmation. As this seems not to be the case can you attempt to enable the Developer Tools in your browser and check in the Network tab if some error is reported after clicking Disable?
