What Permissions are required for Importing Space in Confluence

I need to import a space into my confluence instance. I tried following the documentation from here. I am not getting the options as mentioned in the steps. I know now that I do not have permissions. So exactly what permissions/privileges are required for importing spaces into the confluence instance. Is it a Confluence Admin or System admin, or anything else?

Only system administrators can import space in Confluence.

If I will become the System administrator, I will by default get access to all Atlassian Products (unnecessarily) and that will impact the annual billing policy for other products. 

Is there any way to get the privileges of importing spaces without having system admin access?
