Viewing Everyone in People Directory (Confluence)

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

I am unable to view everyone with an account in the People Directory. There should be close to 20, but users are only seeing less than half. Changing the url to show decativated accounts remedies this, only, their accounts aren't deactivated. How can this be corrected?

First try rebuilding the index from scratch.

This KB is for duplicated users, but it shows the table where ths users are stored for the people directory, so you can take a look.
