User macros not evaluating after upgrade to 8.1.3

Sample user macro:

## @noparams
Last Modified: $action.dateFormatter.formatDateTime($content.lastModificationDate)

is no longer rendering as of 8.1.3.  We see: 

Last Modified: $action.dateFormatter.formatDateTime($content.lastModificationDate)

on the screen instead of the pages, last modification time.
