I want Confluence to check a directory with PowerPoint-Presentations once a week.
All new PowerPoint-Presentations should be uploaded automatically. For each presentation a new site should be created.

Is this possible? If yes, probably someone can give me a hint on how to do that.

You'll need to write code to do that - that's way outside the remit of what Confuence is generally for (although I can see uses for it, and it's a good idea).  I would use ScriptRunnner for Confluence to do it I - I know it can do the scheduled jobs, create pages and attach files, and I'm pretty sure it can create a "site" (I'm hesitant because I don't know what you mean by that)
