Did anyone face similar issue whereby you have requested "Forgot Password", received link in email and when try to renew the password, only to face such message?

Hi @Wen Li Welcome to the Atlassian community.
Looking at your Confluence URL https://confluence.shopee.io is is confirmed that you are using Confluence Server or Datacenter.
Can you let me know if your Confluence site is connected to any external user management or SSO like LDAP, Microsoft AD, Okta, or Crowd as if so then you need to reset the password there instead of resetting it in Confluence and all the users,group and password will be managed from there and not local to Confluence.
