Unable to add user - says deactivated user

I am trying to add a user to Confluence and I get an error message that says "Remove deactivated accounts and try again". I do not see the person's name on the Deactivated list of users so I'm unsure what to do.

Hi @Christie Gray 

Can you share a pic of the error message?  I am going to guess that you might have hit your user limit and it's suggesting you remove users to get back under the limit, and not that this new user is deactivated.

I don't believe we have a limit of users since I was able to add other people. This one particular person is not able to be added. I have asked our ORG Admin for help because I only have User Admin rights and maybe they can fix this.
