Uesrs without access to confluence counting towards license

We are using the starter license for Confluence, which allows up to 10 users. We are also using the Jira user directory to sync users across several Atlassian products, including Confluence. The probelm is that although only 4 users in the user directory have permissions to use Confluence, it's counting the other six users towards the license. Surely only those users with access to Confluence (in the "confluence-users" group) shoud count towards the license?

Any help much appreciated.

Check the permissions page - exactly what groups have "use" and "administrate" permissions?

Thank you Nic, that was the key! It seems that the group jira-users had the 'use' permission.

How many users are there in the confluence-users group in JIRA?
