Could you explain the symptoms you are seeing?
Also, test it with another browser, does that do the same?
I’d be on a page, reviewing JIRAs then scroll up and whole navigation bar is missing so can’t go anywhere. Tried on both IE and Chrome and same thing.
This would happen if I go to Tempo as well – same thing. Not sure when it happens but happens often.

That sounds very odd, and I can't replicate it on Cloud.
I think it needs to go to Atlassian support for more investigation - https://support.atlassian.com
