I  try to restrict a page like this

Page Restrictions | Confluence Data Center 6.13 | Atlassian Documentation

when I click “Apply”,  it reported 

"The page encountered an error while submitting restrictions. Please try again later."

Please close all your browser tabs, clear cache, relogin and try again. 

If you still have the issue, please check with your space/confluence admin, if you are granted with Add Restrictions permission on the space level.
