The page I am trying to edit is unrestricted but still doesn't allow me to make changes, is this an issue of restrictions set on my account? If so how can this be resolved?

It is possible, that the restriction is set way above your current site (inherited, sub-pages), check if a red lock-symbol is showing up "anywhere" else.

are you sure that you have edit permission in space permissions?

Welcome to the Atlassian community.

In what way are you not allowed to make changes?

Do you not see the pencil icon for opening the page in Edit mode?

That could be due to either page restrictions on that specific page or a page higher in the page tree, or it could be due to your permissions for that space.

Page restrictions can be changed by a user who has edit permissions for the page where the restrictions have been set.

Space permission issue can be addressed by the Administrators for that space.

Adding to the list of useful responses, I've found something similar in these cases:

• Were the pages you attempted to edit migrated?
  • If so, for some reason (even if you are a product admin), you must give your username edit permissions (even if your role already has them). 
• Check parent page permissions.
  • Shame to say this was a hard lesson for me to learn.
