Thank you for contacting us about this. Just to confirm, you aren't editing an existing template that came with your Confluence instance but creating a new one by clicking on Create New Template. Is that correct?
I tested by adding a Placeholder text in a new blank template, and I can confirm when I create a page using the template, the Placeholder text is included. There's a current bug about the Placeholder text not being editable, which might be the bug you are running into.
Regarding not being able to write anything on a page based on the template, I'm not aware of any issue with that. Could you tell me where you are trying to add text? Are you trying to modify the placeholder text on the page, or the title, for example?
Finally, with text variables, it's not possible to add macros into text variables. Only plain text can be added into the text variable. There is a bug where text variables are not prompting to be filled in when creating a page with the new template editor:
