We are planning to implement Confluence, but are doing our POC on the free version (obviously it has permission limitations), but I want to understand page tree permissions  once we start using the Standard Plan.

This is probably a bit of a novice question, so forgive me. We want all spaces to have a standard tree structure and we want to restrict teams from changing the structure. However, we do want the teams to be able to edit and add pages and content within the tree structures. Is this possible or does permission to add edit pages go hand-in-hand with the ability to change the tree structure?

The create/edit permission also includes the ability to move pages, yes.  It's not possible to stop people from moving pages if they can create or edit.

With apps like Scriptrunner, you can write things that report on page trees, maybe having something that will compare each space with a known-good space and list discrepancies so you can go tell people off for breaking it, and fix the tree up.
