I am setting up an AI chatbot to assist users find documentation from different knowledge bases and I need to see if we need an account or password built for us to use the REST API in Confluence.

Have you considered Atlassian Rovo instead? It support the whole AI chatbot functionality plus with added agents that you can also create.
